Scott Henze opened the Public Hearing at 10:00 a.m.
I. INTRODUCTION:
Scott Henze stated that the Public Hearing was being held pursuant to Article 18-A of NY State’s General Municipal Law to obtain public input on an Application for Tax Exemption received by the Fulton County Industrial Development Agency (IDA) from Hale Creek Preserve, LLC, with offices at 366 Fifth Avenue, NY, NY 10001. Hale Creek Preserve is a Limited Liability Company established pursuant to the laws of the State of New York and authorized to do business in New York State. He stated that the company requested that the IDA provide financial assistance in the form of a Payment in Lieu of Tax Agreement (PILOT) regarding a sixty four (64) unit affordable Senior Housing complex Hale Creek Preserve, LLC and is proposing to construct at 6 Prindle Avenue and 79 East Main Street in the City of Johnstown. The project shall consist of two (2) components:
1. The acquisition of two (2) parcels of land to include tax map parcel numbers 174.8-3-8 and 174.8-3-30 consisting of approximately 4.73 acres of land.
2. Constructing a 55,651+/- sq. ft. facility consisting of sixty four (64) senior affordable housing units.
Scott Henze stated that the Notice of the Public Hearing was published in the Leader-Herald on Wednesday, December 24, 2025 and that the purpose of the Public Hearing was to obtain public input regarding the granting of financial assistance by the IDA to Hale Creek Preserve, LLC for their proposed project in the City of Johnstown. Scott Henze asked that if anyone would like to speak that they should state their name and address and then provide their comments.
